Alexandra Afari is a federal senior program leader with over 15 years of experience supporting complex federal health programs across the Department of Health and Human Services (HHS), including the National Institutes of Health (NIH) and National Library of Medicine (NLM).
She has led over $100M in federal health programs, including $68M+ in NIH/NLM program execution, directing 100+ technical and professional personnel across large, multi-contractor environments. Her work has required coordination across scientists, IT professionals, subject matter experts, subcontractors, and program support staff in high-visibility, high-stakes environments.
She has been accountable for program execution, performance, and delivery, ensuring alignment of deliverables, reporting, funding, and compliance requirements across high-accountability environments. She worked directly with Contracting Officers, CORs, and federal program leadership to maintain visibility into performance, support informed decision-making, manage risk, and ensure contract expectations were consistently met.
Her leadership includes oversight of subcontractor performance and coordination across prime and subcontractor teams, as well as monitoring program financial performance, including burn rate and forecast alignment. She has identified operational gaps and implemented process improvements to strengthen execution, reporting, and delivery outcomes.
She has consistently achieved Exceptional CPARS ratings through disciplined, repeatable execution and structured oversight.
